After graduating from Taiwan's Ming Chuan University, majoring in accounting and statistics, Ms. Lin completed a four-year internship under Dr. P. R. Sun, a well- known Traditional Chinese Medicine doctor in Taiwan. Since arriving in Texas, Ms. Lin has distinguished herself as a pioneer in the successful effort to pass acupuncture legislation in Texas; in her position as the first Chair of the Education Committee of the Texas State Board of Acupuncture Examiners; and in her work to set the high TCM standards that now exist in Texas. In 1993, then-governor Anne Richards appointed her to the first Texas State Board of Acupuncture Examiners, on which she served until 1999. Ms. Lin has practiced Traditional Chinese Medicine in Texas for more than 30 years.

Dr. McMillan is the immediate past president and President Emeritus of Huston-Tillotson University, Austin’s oldest institution of higher education. His career spans more than 40 years experience in higher education, and includes 18 years of executive leadership at the national level of church related higher education, 12 years as chief executive officer of a small Historically Black College, 30 years experience in supervisory and budget management, counseling, and public policy advocacy at federal and state levels, and a lifetime of cultural and civic involvement. From 2005 to 2008, Dr. McMillan served as Academic Dean and Chief Academic Officer of Texas College of Traditional Chinese Medicine, attended the annual meetings of the national, professional associations of Acupuncture and Oriental Medicine, participated in training sessions convened by the Accreditation Commission for Acupuncture and Oriental Medicine (ACAOM), and chaired two site teams for ACAOM.

Dr. Maoyi Cai has served as a board member of the Acupuncture Committee of Alberta, Canada, since 2003. He was also the Dean of Academic Affairs at Alberta College of Acupuncture and Traditional Chinese Medicine, between 1997 and 2005. Dr. Cai passed the American and Canadian medical licensing examinations, and was certified as an M.D. in 1997 and 1999, respectively. Between 1990 and 1996, Dr. Cai taught a variety of biomedical science courses at colleges and universities in Texas and New Mexico. Dr. Cai practiced medicine, in the Shanghai Medical University, from 1984 to 1990.

Mr. Lin is co-founder of the Texas College of Traditional Chinese Medicine, and served as the institution's Academic Dean from 1990 to 2004, and as Vice President of Administration and Finance from 2005 to 2006. In 1970, Mr. Lin earned his Master's degree at the University of Chinese Culture in Taiwan, and served as a Fellow of the Research Institute of Acupuncture at China Academy, Taipei, and remained as an instructor and research fellow at the Chinese Culture University and China Academy, where he also served as assistant to the President. Mr. Lin came to the U.S. on a Faculty Exchange program in 1971, teaching at Seton Hall University in South Orange, New Jersey. Mr. Lin has been active in the field of acupuncture and Oriental medicine in Texas since arriving in 1972, and was one of the first acupuncturists in the state. As co-founder of the first educational institution offering instruction in acupuncture and Traditional Chinese Medicine in Texas, Mr. Lin is a pioneer in the field of acupuncture education in this state, and his efforts were instrumental in legalizing and regulating the practice of acupuncture and Oriental medicine in Texas. Mr. Lin is a founding member of the governing board of Texas College of Traditional Chinese Medicine, and his responsibilities include long term planning for the school.
Alan Preston, MHA, Sc.D.

Dr. Preston has over 20 years of experience in the multi-site healthcare services field. Prior to founding Synergyst Research (a clinical drug management program for physicians) in 2003, Dr. Preston was CEO of four different Managed Care Payors, CEO of a large Multi-Specialty Physician Group with primary care clinics, an outpatient surgery center, physical therapy, occupational medicine, radiology, and urgent care. In addition, Dr. Preston was CEO of a Radiation Oncology Physician Group with over 8 locations. In addition to assisting TCTCM in numerous management and academic areas, Dr. Preston periodically teaches and is adjunct professor at Tulane University for the School of Public Health and Tropical Medicine, and adjunct for the University of the Incarnate World and Texas A&M - San Antonio.
He also serves on the Advisory Board for St. Mary's University and the University of Texas San Antonio, College of Science, UIW MHA program, and the UTSA College of Business Healthcare program.
